Is the claim-risk dimension legal advice?

No. It is an informational read that flags where intended claims may draw scrutiny so the founder can rethink them earlier. It is not legal advice and does not replace review by qualified counsel.

Will this tell founders I will manufacture their product?

No. Nothing in the score implies acceptance, a quote, or a commitment from you. It only grades the concept. The founder still has to earn your yes the normal way, just with a more prepared starting point.
